Numbers that work from cellular but barely from landlines

Last night I tried to dial a TTY number directly from a payphone but got an MCI CBCAD message. Didn't give me any shit trying from the operator, cellular or Google Voice

Maybe Frontier's having an issue, as is tradition...

Frontier isn't the problem. 

Was the number local or long distance?

If it was working from an operator, maybe they're just restricting payphone class of service? There's also the chance the switch is sending something out via SS7 that MCI doesn't like. Do other MCI toll-frees (say, 888-322-1414) work? Also, is this 0222 MCI or 0555 MCI?

I frequently use MCI's 800-437-7950 from this very ILEC, never had an issue with that

 

As far as which CIC it was going over, I dunno

800-877-0062 will get you a CBCAD message from the 0222 MCI network, and 888-945-5835 (888-WILL-TEL if you want a way to remember it) from the 0555 MCI/Worldcom network.

I see. The TTY number I've been messing with (800-892-5234) gives me the same CBCAD message as heard on 800-877-0062
