what are some free ways to communicate securely with someone with public-key cryptosystem  and how is the key exchange?

I've used keybase.io for public key exchange. Once you can exchange GPG/PGP keys, you can use standard tools to encrypt emails and other forms of communications.

 

I don't know if there are any webmail-type email providers that support GPG/PGP, but most modern mail clients seem to. I use Sylpheed, which does.
