UK has a blacklist of sites imposed on unregistered pay as you go mobiles, to which when visit sites on it returns "you must be 18 and registered to view this site" if its porn, or "sorry we could not deliver this page to you" if its subversive, or a Known anonymiser or related in some way to piracy (e.g. hotfilesearch or newzbin)

If you can access the first it is definitely "registered", if you can access the second it probably is (e.g. are you on a contract?).

It seems to be only a very limited subset of phones, I guess it's because I went out of my way to ensure my name & address was in no way associated with the phone number.

When I visited London a couple of weeks ago T-Mobile enabled the block by default on new prepaid SIMs. Even Ok Cupid was blocked, so I just went into a store and asked to get it disabled. They didn't ask my name or anything, just the phone number on the SIM and sure enough after a few minutes I could browse the Internet unrestricted.

my prepaid tmobile had this "parental controls" lock that i never asked them to place on the phone when i first got it (prepaid) they claimed that because it was prepaid they could not verify the owner was of age, and that they are required to block certain materials from minors or something like that... i expressed my disgust with such a policy, and after being required to verify some of my identity information (they already had it anyways since i pay with credit/debit over the phone)

site i was trying to access was phonelosers forums... i felt like a pervert trying to go into the back room of a video rental store calling them to have the block removed, i do not know how many times i explained to them that the site i wanted to access should not have been on the block list in the first place....

do not usually use data on the "throw-away" phones.. but have not had one for a while... did just set up my old android phone with GrooveIP so that I can use a google voice number over the WiFi giving me a second cell to carry around that is free, eliminating 90% of why i used to use throw away cell phones..

EDIT - FYI this is in USA so its not just something they do in the UK
