I would guess the ITU

What ITU ? in 1904 ITU didn't even exist

Well in terms of foundation date yes but I was thinking about organization profile. In 1904 it wasn't exactly same ITU as it is today but I cannot exclude that this guy was a member of them.

As I promised here is an explanation :

Word telecommunication was probably firstly used in 1904 by M.Estaunie in his work titled "Traité pratique des télécommunications électriques". Author was director of ministry's department of post and telecommunication; electrician; man of letters and member of French Academy.

I found this in very old and very comprehensive polish book about history of telecommunication.
