Template Engines? Web Design Stuff

Ok I am really bad at deciding on website layouts (how they should look, their color scheme, where everything should go, how big text should be, all that little stuff) so I've been googling alot to try to find either good free templates or free css style sheets, or template engine programs. I know smarty is pretty popular but i havent looked into it that much. Is smarty what I am pretty much looking for to help me do all this stuff? Are there any other good programs or sites thats I should check out??? I am designing a simple site and just need a basic, but professional looking layout. THANKS!
