Where did you get that proxy from? I scanned it and it is not responding. Many lists of public HTTP/HTTPS proxies break, or vanish from the internet fairly quickly. If you are using a free proxy list it may take you several attempts to find one that actually works.
Another thing to consider is random proxies on the internet are not very secure. Consider combining proxies with TOR (always connect TOR first, then to the proxy). You can use tools like proxychains to help combine HTTP proxies with the TOR network: http://proxychains.sourceforge.net/

Consider getting fdroid to manage open source applications not found in google play (will make it easier to get orbot): https://f-droid.org/
