I am using a lot of different OS right now, until now i just used the partition program that comes with the OS, but i do not always think that they are that good, so i would like to ask what is the best partition program?
It should be easy to use, with a graphic userface and not very expensive or free.

I would say partition magic, but since its not free or inexpensive....*cough*p2p*cough*

i would actually not recomend partition magic unless you using just windows OS's and linux OS's with ext2 filesystem only as thats all it supports. Theres one here ... http://www.partition-manager.com/ that supports ext2 and 3 and also reiserFS as well as fat/fat32/ntfs etc. There is also another one that i cant remember the name of but the company also sells a retail boot loader and a few other utilities. That might help you find it.
