Try tracking them down through their ISP, http://samspade.org/.

You can do what the guy above me said and trace/contact his ISP, Though it may not even really be his IP. That's as fare as you could go with an IP I believe. If you really want to use RAT's or whatever (Not sure how they would help you here?) Just temporarily disable your Anti-Virus.

You can go a little further than that with an IP address. If they've got a high-speed connection where the IP address rarely changes, you can call up the ISP and sometimes talk them out of the account information. I've done it about a dozen times before, mostly when dealing with problem users on my forums. Call up internet technical support and say something like this:

YOU: Hi, this is Roy from sales. I'm transferring your ass a customer.
TS: LOL, ok. What's their number?
YOU: The phone number she gave me won't pull up here and neither will the address, I guess because she's in a rural area. I have her IP address though.
TS: LOL, ok.
YOU: It's 256.256.256.256.
TS: Here it is.
YOU: TELL ME THE NAME NOW.
TS: LOL, ok.

It might take a few tries, but it works with most of the major cable companies and I think I've gotten a DSL provider to do it too. Once I got a dialup ISP to give me info on an IP address. They read me a list of every name that had used that IP address for the entire day.
