If I remember correctly, Ubuntu places an install icon on the desktop when you run the live cd. I could be wrong, though, as it's been a while since I installed Ubuntu.

See this guide on adding the CD as a repository. A repository is where you find programs you want to install, such as build essential. You (IIRC) need to add the CD as a repository.
Then you can.
All the repositories you wish to use are listed in the file sources.list .
Then you can.
sudo apt-get install build-essential
