The system that it transfers you is similar to the softswitch you get in DC on 202-954-1212, as I mentioned earlier, but the options vary slightly.
843-661-0053 - Let me just put it this way; I think phreaks are the only people who might be able to appreciate a number like this.

Why do phone companies put recordings such as this in the exchange? I could understand if every one was there they could just forward to that number when they needed a particular recording, but it seems like there are just a few in most exchanges.

Here's a number that features a voice over from the same guy who does the SIPPhone service announcements:
800-846-4700 [a] "Due to the high cost of inbound toll free calls from your location, we must call you back to allow you access your Teams Game. The phone number you are calling from is 1-NPA-xxx-xxxx, if this is correct, press 1, if this is incorrect or you would like to enter a different phone number press 2."
If you let it loop that message four times, afterward you'll get a recording of a woman asking for a conference PIN.
So, it could be used as an ANAC. It even reads back SIPPhone numbers (not directly routable from the PSTN).
Some interesting items from a recent scan of 800-848-81xx:
800-848-8103 [a] "Thank you for calling the Real Estate Information Line. Please enter the 4 digit ID number of the special report you are interested in."
800-848-8135 [a] "Please enter your prepaid card number"
800-848-8136 [a] "Please enter your prepaid card number"
800-848-8147 [a] "Thank you for calling Crazy Fart" (probably not, but that's what it sounds like?)

About 8199's service announcements, most commonly you'll find that it takes the following format:
"Your call cannot be completed as dialed, please check the number and dial again."
Followed by one of the following codes (there may be more, but I haven't heard them yet):

2CF
2CX
2ED
Then the female recording will often repeat, sometimes it is skipped, followed by a guy:
"Due to unusually high call volumes, we are unable to process your call at this time. Please try your call again later, we apologise for any inconvience and thank you for calling."
And then it hangs up, some alternatives to that format are just a reorder, or more interestingly:
(reorder for a few seconds)
"We're sorry we cannot continue processing your call, please hang up"
