I been studing phreaking for short time now and was interested in learning
more. What is op-diverting?

How can I learn more about my local phone CO and the system they use in
general. I have plenty of time to study and learn whatever I need to know.

if you wanna know more about your local telco, go thru their dumpster!!!!

I have tried that and it's downtown with a guard station beside dumpster
the other offices that I find have a barb-wire fence around them.

DAMN!!!, well, you could just go in there, and sift thru their brochures, maybe even social engineer some stuff outta some employee, if you're really not feelin in the mood for that, look for info online about your telco, there's bound to be some.

To learn about your telco: talk to linemen and technicians you see on the street, call your telco and SE some info, go to http://www.dslreports.com/coinfo, check out the phonebooks, hop on your hog and explore the distribution system, scour your telcos website, etc.
