..but if not you can always archive the way the network was for future phone phreaks. *cough* YAPL *cough*

I took the liberty of creating a petition on this cause. I'm going to contact representative Adams as soon as possible with the URL. I think this is a very noble and worthy cause, and i urge all of you to sign it if you believe the same. I also urge you to use your real names. (In order for it to hold up from a legal standpoint)

It won't, you need a physically signed petition, anybody can put whatever they want on the web.
