It seems that there are two possibilities here: 1. The people reposnsible for these statements lack all elements of common sense or 2. They know what they're saying makes no sense yet they don't care. It's like saying on the news " A man was was arrested today but we can't tell you where or why because that might give some hint as to how a crime could be committed"
