does anyone know if it is possible to buy or build a phone that can be used as a cell or plugged into a land line , that would be dope. it doesn't seem to hard.

Not sure exactly what your asking but:
In the UK, I believe I’ve seen phones which act like "cordless phones" if you are in range of the base station, and then they turn into "mobile phones" (or cellular if your American) if you go out of range of the base station.
Also, I think there was a Motorola phone (not sure if its manufactured anymore), which you could get an add-on for, to enable you to plug a standard corded phone/fax machine/modem into.
